4K carries four times the pixels of 1080p. Whether you can see four times the detail is an entirely different question, and it depends on two things that have nothing to do with the stream.
Screen size and viewing distance decide everything
Your eye can only resolve so much detail at a given distance. Past that point, extra pixels are physically invisible — they are still being transmitted, you simply cannot perceive them.

The practical rule: the bigger the screen and the closer you sit, the more 4K matters. On a phone it is pure waste, and selecting the FHD version of the same channel looks identical while using far less data.
Why a good HD stream beats a bad 4K one
This is the part that surprises people. Resolution sets the size of the frame; bitrate decides how much detail survives compression inside it.
